It was actually pretty tough to get good reference for this stupid guy. At least for his toy (which looked nothing like the cartoon version). Oh well.

I don't know what "toy" or "cartoon" it's supposed to be. It looks like a Kirby monster to me, and as such, it's pretty kick-ass.
He's Metlar from the Inhumanoids but yeah, I did try to give it a Kirby Monster feel (especially his finger nails, there). Glad you like.
